Two general questions

First question does the power supply always have to go before the splitter all the home runs are wired to the outside of the house and I read the power supply cant go outside. If need be I could run a single coax inside then back out again.

Is there any advantage to using the E2 over 4 2-way splitters for a two SWM setup?

It can go outside, but it's really not weather-proof. But it can go before or after the splitters - just be sure to pay attention to the red power-passing ports on the splitters.

The E2 is just a bit more rugged and stable, and installs nicely. But splitters really work fine also.
