I have a Tivo HD from 2009, upgraded to a 1 TB drive. Last weekend, the Tivo could not get past the welcome screen, rebooting continuously. I pulled the drive and it failed a S.M.A.R.T. test. Since I had the original 160 GB drive that came with it (which theoretically is in near-new condition as it has not been in use), I installed it and now the Tivo will not power on at all - no LEDs, fan does not spin, hard drive does not spin - no indications of life. While I've been tempted to get a new Roamio, I would like to repair this one as well. Is this definitively a power supply issue? I have a volt meter handy - is there any place on the power supply board to check voltages? If I understand your store policy, is it correct that I could buy the power supply and then return it if it doesn't fix the problem?

Rather than using a voltmeter, just do a visual inspection. See this page:
