Problem on one channel/one receiver only

Hi - I have an old Phillips 7000 directv/TiVo receiver and it works perfectly EXCEPT that on the local ABC channel, the picture stammers every few seconds and the sound goes silent. This happens on recorders shows from that channel too. All other channels work well and I don't have this issue on other receivers in my home. Any thoughts?

We should be able to fix that - you likely have a bad tuner:
