When I turn it on to watch live TV there is a blank screen and a no signal message. During guided set up it fails to dial out. Programs recorded on the hard drive play fine. I have an external modem purchased from WeaKnees.

This is a hard message to deliver, but I won't sugar-coat it. This model is probably one of the worst TiVo's made (in our opinion). It is over-engineered and a nightmare to repair. The problem you describe is known and it is intermittent. It comes and goes without explanation.
I'd suggest you consider replacing it rather than spending the money to repair it. Compare:
