Flashing Green Light - TIVO Premiere Series 3

No screen display - green light on TIVO box flashing.

Worked with TIVO support for a couple of days, including a 24 hour power off. Bottom-line, bought a new box.

This box may be out of warranty, but is only 3 years old and I would like to think repairable.

How might I trouble-shoot on my own ? Suggestions, please

First, I assume it's a TCD648250B, and not a Premiere, right? A Premiere is a Series4 and probably that's the model of the replacement you purchased.

Next, my guess is you have a bad power supply. See these pictures:
