Reboot during setup

I have a RpRoamino OTA TCD846500 and when setting this up, I get this (see attachment) then it starts the setup. it will go through and when it gets to " loading info" the system reboots.I have unpluged this over 10 times. Any suggestions? 20220315_224527[1].jpg

Sounds like a failing hard drive or a hard drive with very old software on it. Replacement drives are here:

But that rebooting screen with the static doesn't look so great either.
