bad power cord?

My Toshiba RS-TX20 flickers, rolls, and the picture seems like it is pulling two different directions at the same time. If I wiggle the power supply cord just right it will sometimes clear up and operates fine. Once when the power went out, it started doing this when the power resumed. Does this sound like a hard drive problem?:
