Series 2: bad PSU or mobo?

Series 2 model TCD24004A

Symptom:
Black screen, no LEDs, Fan spinnning, HD not spinning.

My Observations after troubleshooting:
Remove IDE cable from HD: HD spins up (Tivo still does not work)

Re-insert IDE cable & measure 12V rail at power molex: 12v = ~5v.

Remove ribbon between PSU and MOBO: HD spins up.

Insert original Tivo 40GB HD: Obviously, no difference.

Would you recommend I try replacing the PSU or the motherboard?

Power supply - almost definitely the problem.

We've got replacement TiVo power supplies for that model here:
