Startup Problem with RCA DVR40

I have an RCA DVR40 that had a power supply problem. After this was fixed the unit still will not startup - Hard drive doesn't spin up and no indicators on on front panel. If the hard drive is disconnected from the motherboard it will spin up when power is applied. Is this a motherboard problem ? Is this repairable or does the board need to be replaced ?
