Tivo file to MPEG format?

I successfully transferred a standard format (non-HD) recording from a TIVO HD/XL to my Windows PC. Now, I want to change the format to MPEG so I can use other software to create a DVD.

Can someone point me in the right direction for a utility to accomplish this task?

To do that, you need Roxio Creator 2009.
