RCA DVR-39 Shuttering on some channels

I have an RCA DVR-39. The picture began to shutter mostly on channels above 500. The picture shuttering problem rarely happened on the local channels. I replaced the hard drive with a WeaKnees replacement kit last week, and the problem still persists. I also will randomly see "searching for satellite singnal on tuner 2". I flipped the cables on tuner 1 and 2 and still see the same random message. Any ideas what the problem could be?

Does the problem go away entirely if you go through setup and set the unit to have only one satellite input?

Yes. Setting the system for 1 satellite input seems to have resolved the issue. Is there a way to repair the secondary satellite input/tuner?
