Getting a external modem to work

I have a series 1 TIVO - modem bit the dust - Bought a brand new USR 56K external modem off EBAY - Got the cable - Hook it up and it does not dial
What do I need to do to get the modem to work

It's really pretty complicated - only specific chipsets work, and then they need the VRAM set to specific settings for that chipset. We sell a modem that's pre-configured:
