Premiere all lights flashing

After being unplugged for about 10 days, I hooked my Premiere TCD746320 today. When I plugged it in, all the lights on the front were flashing in unison. Additionally, the ethernet port lights are flashing in the same pattern. I also noticed the fan will move slightly then move back in what seems to be in conjunction with the lights flashing. My first guess is there is a problem with the power supply. Has anyone seen this before or have any suggestions?

That's actually more likely to be a bad hard drive in that unit, but it could be a power supply problem.
