Brand new WeaKnees hard drive causes flashing front lights

My in-law's Tivo died (stuck at "Starting up" screen). I figured it was the Hard Drive, so ordered a new one from weaKnees. It came and I installed it. With the new hard drive installed, I get flashing lights on the front of the Tivo (and the Starting up screen stops displaying).

Replacing the new HD with the old one goes back to being stuck at "Starting up" screen.

Thoughts? Bad new hard drive?
