Toshiba rs TX20 issues

My Toshiba rs tx 20 Unit does not fully load up, stops halfway and reboots over and over. Is this a hard drive failure? Can be resolved by switching out the hard drive?

Yup - that's almost definitely a bad drive, and yup, a new drive with the right OS should fix it.
