I just purchased a external modem and cannot make it work

I enter my string at the beginning, Pause Enter 3 1 9 then I have Pause 9 2 1 0 0 0 5 pause pause
The alter was already in the dialing string
And I keep getting a modem not responding error
The modem unit itself has all the red led’s lit up
Is that normal
